If your bank has wrongfully debited money, failed to dispense cash from an ATM but deducted it from your account, or delayed credit card disputes, the Reserve Bank of India (RBI) offers a powerful Integrated Ombudsman Scheme. This scheme provides a free, legally binding method to resolve banking issues without going to court.
1. What is the RBI Integrated Ombudsman Scheme?

2. Valid Grounds for Filing an RBI Complaint
You can approach the Ombudsman under Clause 9 of the Scheme for any deficiency in service:
- ATM / Debit Card Issues: ATM cash not dispensed but account debited; unauthorized card transactions; failure to block stolen cards.
- Credit Card Issues: Unsolicited cards issued without consent; charging exorbitant rates or annual fees contrary to agreement; delay in card closure.

3. Pre-Requisites Before Approaching the Ombudsman
You cannot file a complaint with the RBI Ombudsman directly. You must complete the following primary escalation stages:
- Stage 1: Submit a Written Complaint to the Bank. File a grievance through the bank’s branch manager, customer care portal, or official email. Wait for 30 days (or the specific turnaround time prescribed under regulatory/NPCI/card guidelines, whichever is higher).
- Stage 2: Check for Bank's Response. You can approach the Ombudsman only if:
* The bank rejects your complaint.
* The bank provides an unsatisfactory response.
* The bank fails to respond within 30 days of receiving your complaint.
- Limitation Period (Clause 10(1)(g)): Under RB-IOS 2026, you must file your complaint with the Ombudsman within 90 days from the date on which the bank's 30-day response timeline expires, or within 90 days from the date of the last communication/reply from the bank, whichever is later.

1. Go to the CMS homepage and click on 'File a Complaint'.
2. Select the language (English/Hindi) and enter your mobile number.
3. Verify the OTP sent to your phone.
4. Select the category of the financial entity (e.g., Bank, NBFC, System Participant).
5. Enter the name of the bank and the branch location.
6. Fill in the transaction details (Date, amount lost, account number, UTR).
7. Upload the PDF copy of the initial complaint letter sent to the bank, alongside the bank's reply (if any).
8. Describe the deficiency in service in detail.
9. Choose the relief you are seeking (refund of debited amount, interest compensation, or compensation for mental agony up to ₹3 Lakhs under Clause 8(3)).
10. Submit and download the acknowledgement receipt containing your Complaint ID.
5. Required Evidence & Documents Checklist
Ensure you scan and merge these documents into a single PDF (maximum 5MB) for upload:
- The original complaint letter/email sent to the bank's branch or Nodal Officer.
- Bank statement highlighting the disputed transaction.
- Copy of correspondence, emails, or SMS alerts received from the bank.
- Detailed chronological summary of the dispute.
6. Expected Resolution Time & Compensation
- Average Investigation Time: Most disputes are settled through conciliation, mediation, or a formal award within 30 to 60 days.
- Financial Compensation Caps (Clause 8(3)):
* Direct Loss: The Ombudsman can award compensation up to the actual value of the loss, capped at ₹30 Lakhs (enhanced under RB-IOS 2026).
* Mental Harassment / Agony / Expenses: An additional compensation of up to ₹3 Lakhs can be awarded for loss of time, expenses incurred, and harassment/mental anguish suffered by the complainant.
Execution of the Ombudsman Award:
Once the Ombudsman passes an Award, the bank has 30 days to comply with the directions upon receipt of the complainant's acceptance letter. If the bank fails to execute the award or credit the compensation within this timeline, the consumer can report non-compliance directly to the Reserve Bank of India. The parties may also prefer an appeal before the Appellate Authority (Executive Director in-charge of Consumer Education and Protection Department, RBI) within 30 days if permitted under Clause 17.
